Le fait que le gouvernement ait adopt\u00e9 une approche non interventionniste en mati\u00e8re d'assainissement, en insistant sur le fait que le travail incombe aux propri\u00e9taires des b\u00e2timents, n'a pas aid\u00e9.<\/p><\/span><span><p>La confusion qui r\u00e8gne encore sur la question de savoir qui doit payer les travaux d'assainissement n'a rien arrang\u00e9. Ce n'est que la partie \u00e9merg\u00e9e de l'iceberg, car cela n'inclut pas les 1700 b\u00e2timents de plus de 18 m\u00e8tres estim\u00e9s par le gouvernement et dont les syst\u00e8mes sont connus pour \u00eatre dangereux, notamment certains syst\u00e8mes de bardage et d'isolation en bois, en stratifi\u00e9 haute pression et en polystyr\u00e8ne. Enfin, on estime \u00e0 100 000 le nombre de b\u00e2timents de 11 \u00e0 18 m\u00e8tres au Royaume-Uni dont l'ext\u00e9rieur pourrait \u00eatre recouvert de mat\u00e9riaux de rev\u00eatement dangereux. Le Fonds de s\u00e9curit\u00e9 des b\u00e2timents devrait certainement couvrir tous les b\u00e2timents dont le bardage est dangereux, quelle que soit leur hauteur.<\/p>\n<p>Toutefois, au rythme actuel, les travaux d'assainissement prendront des d\u00e9cennies. En tant que l'un des 500 000 habitants de ces b\u00e2timents dangereux, seriez-vous heureux de pouvoir compter sur une surveillance vigilante dans un avenir pr\u00e9visible, sachant que le syst\u00e8me de murs ext\u00e9rieurs pr\u00e9sente un grave risque d'incendie ? La semaine derni\u00e8re encore, plus de 1 000 r\u00e9sidents d'un ensemble de six immeubles d'habitation et de logements pour \u00e9tudiants de l'ouest de Londres ont \u00e9t\u00e9 \u00e9vacu\u00e9s des b\u00e2timents par crainte des risques d'incendie.<\/p>\n<p>Les veilles sont loin d'\u00eatre id\u00e9ales, car elles d\u00e9pendent de la personne qui voit l'incendie dans un tr\u00e8s grand b\u00e2timent \u00e0 plusieurs \u00e9tages. D'autres b\u00e2timents dot\u00e9s d'un rev\u00eatement dangereux ne sont prot\u00e9g\u00e9s que par des agents de s\u00e9curit\u00e9 qui doivent patrouiller 24 heures sur 24 et alerter les r\u00e9sidents en cas de d\u00e9part de feu. Le co\u00fbt de ces mesures - support\u00e9 par le propri\u00e9taire de l'immeuble et\/ou les r\u00e9sidents - peut atteindre 250 000 livres sterling par an et par immeuble. La question se pose ensuite de savoir combien de temps il faut \u00e0 une personne en veille pour alerter un bloc entier de r\u00e9sidents, alors que nous savons que le feu peut se propager en quelques minutes dans les b\u00e2timents dot\u00e9s d'un rev\u00eatement dangereux.
