destin\u00e9 \u00e0 aider les locataires vivant dans des immeubles dont le rev\u00eatement est dangereux et qui sont confront\u00e9s \u00e0 des factures excessives de \u2018surveillance\u2019. En attendant que cette question soit r\u00e9gl\u00e9e, les titulaires de baux devraient \u00eatre encourag\u00e9s par la nouvelle du nouveau fonds. Cela signifie qu'ils disposent d\u00e9sormais d'un moyen d'\u00e9viter des mesures provisoires co\u00fbteuses et probl\u00e9matiques qui leur ont caus\u00e9 d'innombrables souffrances.<\/p>\n<p>Dans leur forme la plus simple, les patrouilles de surveillance et de lutte contre l'incendie impliquent qu'une ou plusieurs personnes, en fonction de la taille du b\u00e2timent, voient le feu et alertent les r\u00e9sidents pour qu'ils \u00e9vacuent les lieux. Pour les grands projets, il peut \u00eatre n\u00e9cessaire d'avoir une personne en veille \u00e0 chaque \u00e9tage, ce qui, pour un b\u00e2timent de quatre \u00e9tages ou plus, peut rapidement repr\u00e9senter un nombre important de personnes. Le co\u00fbt de cette op\u00e9ration - support\u00e9 par le propri\u00e9taire de l'immeuble et\/ou les r\u00e9sidents - peut atteindre 500 000 livres sterling par an et par immeuble. Le fonds de secours de Waking Watch propose une solution pour r\u00e9soudre ce probl\u00e8me.<\/p>\n<p>Il ne s'agit pas non plus d'une simple solution de financement qui soutient la poursuite de la veille, car elle encourage sp\u00e9cifiquement l'utilisation d'alternatives bas\u00e9es sur la technologie, telles qu'un syst\u00e8me d'alarme incendie. Le nouveau Waking Watch Relief Fund, qui est d\u00e9sormais ouvert, financera l'installation de syst\u00e8mes d'alarme incendie dans les tours d'habitation dot\u00e9es d'un rev\u00eatement dangereux de type Grenfell, ce qui permettra de supprimer ou de r\u00e9duire la n\u00e9cessit\u00e9 de prendre des mesures de s\u00e9curit\u00e9 provisoires co\u00fbteuses.<\/p>\n<p>De nombreux acteurs du secteur demandaient depuis longtemps que des mesures soient prises dans ce domaine. Les r\u00e9sidents s'inqui\u00e8tent \u00e0 juste titre de la pr\u00e9sence d'une succession de gardiens \u2018en veille\u2019 dans le b\u00e2timent, en particulier \u00e0 un moment o\u00f9 ils sont tenus de maintenir une distance sociale. Nous devrions \u00e9galement penser aux r\u00e9sidents en lockdown qui vivent dans des b\u00e2timents dont le rev\u00eatement n'est pas s\u00fbr. Ce n'est certainement pas facile pour eux, conscients qu'ils sont du risque accru d'incendie, tandis que les gardiens qui doivent s'isoler eux-m\u00eames peuvent rendre difficile la pr\u00e9sence d'un personnel 24 heures sur 24.<\/p>\n<p>Le Fonds de secours pour les veilleurs signale ce que le Conseil national des chefs de pompiers (NFCC) a dit dans des directives r\u00e9centes, \u00e0 savoir que les propri\u00e9taires de b\u00e2timents devraient installer des syst\u00e8mes d'alarme incendie communs aussi rapidement que possible afin de r\u00e9duire ou d'\u00e9liminer la d\u00e9pendance \u00e0 l'\u00e9gard des veilleurs. L'annonce du fonds devrait donc rassurer les membres inquiets de devoir faire face \u00e0 des co\u00fbts \u00e9lev\u00e9s pour des mesures de s\u00e9curit\u00e9 provisoires, en leur apportant un soutien financier et en mettant en place un meilleur syst\u00e8me de s\u00e9curit\u00e9 incendie \u00e0 long terme dans leurs b\u00e2timents.<\/p>\n<p>\n<\/div><\/div><\/div><\/div><\/div><\/div><div class=\"wpb_column pos-top pos-center align_left column_child col-lg-6 single-internal-gutter\"><div class=\"uncol style-light\" ><div class=\"uncoltable\"><div class=\"uncell no-block-padding\" ><div class=\"uncont\" ><div class=\"uncode_text_column\" ><\/p>\n<p>Le NFCC a r\u00e9cemment publi\u00e9 sa troisi\u00e8me \u00e9dition \u2018Guidance to support a temporary change to a simultaneous evacuation strategy in purpose-built blocks of \ufb02ats\u2019 (Guide pour soutenir un changement temporaire vers une strat\u00e9gie d'\u00e9vacuation simultan\u00e9e dans les immeubles construits \u00e0 cet effet). Il indique que les propri\u00e9taires de b\u00e2timents doivent installer des alarmes incendie communes le plus rapidement possible afin de r\u00e9duire ou de supprimer la d\u00e9pendance \u00e0 l'\u00e9gard des quarts de veille. Il s'agit d'une attente claire pour les b\u00e2timents o\u00f9 l'assainissement ne peut \u00eatre entrepris \u00e0 \u2018court terme\u2019. L\u00e0 encore, ils estiment que cette approche, dans presque toutes les circonstances, devrait r\u00e9duire la charge financi\u00e8re des r\u00e9sidents lorsqu'ils financent les veilles.  D'autres ont \u00e9galement soutenu cette orientation, en demandant que les b\u00e2timents concern\u00e9s passent \u00e0 des mesures provisoires plus s\u00fbres et plus permanentes, telles que les gicleurs et les alarmes incendie.<\/p>\n<p>Le gouvernement souligne que certains ont d\u00e9j\u00e0 install\u00e9 des syst\u00e8mes d'alarme incendie en raison des \u00e9conomies importantes qu'ils permettent de r\u00e9aliser. Il doit \u00e9galement y avoir un syst\u00e8me de veille en place o\u00f9 ces co\u00fbts ont \u00e9t\u00e9 r\u00e9percut\u00e9s sur les titulaires de baux. Les b\u00e2timents du secteur social pour lesquels le fournisseur agr\u00e9\u00e9 peut prouver que les co\u00fbts de surveillance ont \u00e9t\u00e9 r\u00e9percut\u00e9s sur les locataires et que les co\u00fbts d'installation d'une alarme seront \u00e0 la charge des locataires seront \u00e9galement \u00e9ligibles.<\/p>\n<p>Le fonds couvrira le co\u00fbt des alarmes install\u00e9es \u00e0 partir du 17 d\u00e9cembre 2020. Les immeubles de grande hauteur pr\u00e9sentant d'autres d\u00e9fauts de s\u00e9curit\u00e9 incendie, tels que des probl\u00e8mes de compartimentage, ne seront pas \u00e9ligibles au financement, bien que dans ces situations, l'autofinancement des alarmes incendie sans fil, qui peuvent \u00eatre lou\u00e9es ou achet\u00e9es, puisse toujours avoir un sens sur le plan financier. Le fonds de 30 millions de livres b\u00e9n\u00e9ficiera aux locataires qui ont d\u00fb faire face \u00e0 des co\u00fbts \u00e9lev\u00e9s pour des mesures de s\u00e9curit\u00e9 provisoires, en leur apportant un soutien financier et en mettant en place un meilleur syst\u00e8me de s\u00e9curit\u00e9 incendie \u00e0 long terme dans leurs b\u00e2timents. Il couvrira les co\u00fbts d'investissement initiaux li\u00e9s \u00e0 l'installation d'un syst\u00e8me d'alarme. Le syst\u00e8me d'alarme incendie commun doit g\u00e9n\u00e9ralement \u00eatre con\u00e7u conform\u00e9ment aux recommandations de la norme BS 5839-1 pour un syst\u00e8me de cat\u00e9gorie L5, auquel il est fait r\u00e9f\u00e9rence dans les directives r\u00e9vis\u00e9es du National Fire Chiefs Council (NFCC) sur l'\u00e9vacuation simultan\u00e9e.<\/p>\n<p>L'annonce du fonds de veille a \u00e9galement confirm\u00e9 la prolongation de 6 mois jusqu'au 30 juin.<sup>th<\/sup>\u00a0juin pour que les propri\u00e9taires de b\u00e2timents remplissent leurs demandes aupr\u00e8s du Fonds de s\u00e9curit\u00e9 des b\u00e2timents, dot\u00e9 d'une enveloppe d'un milliard de livres sterling. Les personnes qui b\u00e9n\u00e9ficieront de ce fonds verront qu'il finance l'installation de syst\u00e8mes d'alarme incendie, supprimant ou r\u00e9duisant la n\u00e9cessit\u00e9 de mesures provisoires co\u00fbteuses, qui peuvent s'\u00e9lever \u00e0 des dizaines de milliers d'euros.<\/p><\/span><span><p>Le nouveau financement est donc une nouvelle encourageante pour les titulaires de baux, car il permet de faire face aux co\u00fbts permanents des veilles. Il va \u00e9galement dans le sens de la demande du Conseil national des chefs de pompiers, qui souhaite que les locataires adoptent des services de d\u00e9tection d'incendie plus fiables, tels que des syst\u00e8mes d'alarme. Le Conseil national des chefs de pompiers a clairement indiqu\u00e9 dans ses r\u00e9centes directives que les propri\u00e9taires d'immeubles devraient installer des syst\u00e8mes d'alarme incendie communs le plus rapidement possible afin de r\u00e9duire ou d'\u00e9liminer la d\u00e9pendance \u00e0 l'\u00e9gard des quarts de travail.<\/p><\/span><span><p>En ce qui concerne les travaux d'assainissement en cours, le secr\u00e9taire d'\u00c9tat au logement, Robert Jenrick, d\u00e9clare que le gouvernement continue d'accorder la priorit\u00e9 \u00e0 l'\u00e9limination des rev\u00eatements en MCA dangereux, m\u00eame pendant la pand\u00e9mie.
