Houston, au Texas. Il se tient au bord du balcon du cinqui\u00e8me \u00e9tage, agitant fr\u00e9n\u00e9tiquement les bras, dans l'espoir d\u00e9sesp\u00e9r\u00e9 d'\u00eatre secouru. La vid\u00e9o se termine par le saut de l'ouvrier sur l'\u00e9chelle d'un camion de pompiers, quelques instants avant que le toit en flammes ne s'effondre derri\u00e8re lui. Kevin McDermott n'a jamais oubli\u00e9 cette histoire presque tragique. \"Il a saut\u00e9 d'un porche \u00e0 celui du dessous juste au moment o\u00f9 les pompiers essayaient de s'installer et de se rendre sur place\", se souvient-il. \"S'il y avait eu une alarme dans le b\u00e2timent et des d\u00e9tecteurs de fum\u00e9e pour d\u00e9tecter l'incendie, il aurait eu le temps d'\u00e9vacuer. Jusqu'\u00e0 r\u00e9cemment, une telle technologie n'existait pas pour cette application particuli\u00e8re. McDermott, responsable de la s\u00e9curit\u00e9 des projets pour le compte de la Commission europ\u00e9enne.\u00a0<a href=\"https:\/\/www.turnerconstruction.com\/\">Turner Construction<\/a>Turner est une entreprise am\u00e9ricaine qui r\u00e9alise plus de 1 500 projets par an \u00e0 l'\u00e9chelle internationale, pour un montant de $12 milliards d'euros, selon son site web. Il a r\u00e9cemment f\u00eat\u00e9 ses deux ans d'anciennet\u00e9 chez Turner, mais il n'est pas \u00e9tranger au secteur de la construction, puisqu'il a \u00e9t\u00e9 responsable de la s\u00e9curit\u00e9 et surintendant pour d'autres grandes entreprises au fil des ans. La liste des qualifications de M. McDermott est longue et impressionnante : il est titulaire de trois certifications distinctes d\u00e9livr\u00e9es par la\u00a0<a class=\"cursor-init\" href=\"https:\/\/www.bcsp.org\/\">Bureau des professionnels agr\u00e9\u00e9s de la s\u00e9curit\u00e9<\/a>\u00a0ainsi que d'\u00eatre un\u00a0<a href=\"https:\/\/www.osha.gov\/\">OSHA<\/a>\u00a0Il est \u00e9galement pr\u00e9sident en exercice de l'Association europ\u00e9enne pour le d\u00e9veloppement de l'\u00e9ducation et de la formation.\u00a0<a class=\"cursor-init\" href=\"http:\/\/wmacsa.com\/\">Association pour la s\u00e9curit\u00e9 dans la construction de la r\u00e9gion m\u00e9tropolitaine de Washington<\/a>pour n'en citer que quelques-uns. Sa carri\u00e8re a d\u00e9but\u00e9 en tant qu'infirmier hospitalier de la flotte de la marine et il a travaill\u00e9 sur plusieurs projets f\u00e9d\u00e9raux \u00e0 ce jour. L'un d'entre eux est Hopper Hall, le nouveau b\u00e2timent cybern\u00e9tique actuellement en cours de construction sur le site de l'Acad\u00e9mie navale \u00e0 Annapolis, dans le Maryland. Les travaux ont d\u00e9but\u00e9 en octobre 2016 et devraient \u00eatre achev\u00e9s et op\u00e9rationnels pour l'ann\u00e9e scolaire 2020-21. Le b\u00e2timent porte le nom du contre-amiral Grace Hopper, surnomm\u00e9e la \"m\u00e8re de l'informatique\" pour ses contributions au domaine de l'informatique \u00e0 une \u00e9poque o\u00f9 ni les ordinateurs ni les femmes dans les sciences n'\u00e9taient monnaie courante. Le projet et son nom sont tous deux dignes d'int\u00e9r\u00eat, car il s'agira non seulement du premier b\u00e2timent portant le nom d'une femme dans l'une des trois grandes acad\u00e9mies de service du pays, mais aussi, tr\u00e8s probablement, de la derni\u00e8re grande structure \u00e0 \u00eatre mise en chantier dans le chantier naval.<\/p>\n<p>&nbsp;<\/p>\n<p>La protection des personnes, des \u00e9quipements et des structures sur les chantiers de construction n'est pas seulement d'une importance vitale, elle pose \u00e9galement un ensemble unique de d\u00e9fis. C'est pourquoi l'association The\u00a0<a class=\"cursor-init\" href=\"https:\/\/www.nfpa.org\/\">National Fire Protection Association (Association nationale de protection contre l'incendie)<\/a>\u00a0(NFPA) estime que plus de 6 000 incendies se d\u00e9clarent chaque ann\u00e9e sur les chantiers de construction et de r\u00e9novation, entra\u00eenant des centaines de millions de dollars de d\u00e9g\u00e2ts mat\u00e9riels et de nombreuses pertes de vie. Ce sont des chiffres qui, avec la mise en place de protocoles appropri\u00e9s conform\u00e9ment \u00e0 ceux \u00e9nonc\u00e9s dans la\u00a0<a href=\"https:\/\/www.nfpa.org\/codes-and-standards\/all-codes-and-standards\/list-of-codes-and-standards\/detail?code=241\">NFPA 241<\/a>: Standard for Safeguarding Construction, Alteration, and Demolition Operations, ont toutes les raisons de diminuer.<\/p>\n<p>Mais ce n'est g\u00e9n\u00e9ralement pas le cas. Alors que la norme exige qu'un programme de s\u00e9curit\u00e9 incendie appropri\u00e9 soit en place et pleinement op\u00e9rationnel pendant toute la dur\u00e9e du projet, le maintien d'une protection ad\u00e9quate contre l'incendie pendant chaque phase jusqu'\u00e0 l'ach\u00e8vement des travaux est rarement la norme. La mise en \u0153uvre d'un plan de s\u00e9curit\u00e9 incendie sur un chantier de construction est une complication logistique si l'on tient compte du changement constant des itin\u00e9raires d'\u00e9vacuation, de la lenteur des temps de r\u00e9ponse pour les travailleurs qui ne sont pas \u00e0 port\u00e9e de voix des alertes, et de l'ajout d'un service de surveillance des incendies 24 heures sur 24 \u00e0 la masse salariale. Des efforts accrus en mati\u00e8re d'\u00e9ducation sur le\u00a0<a href=\"https:\/\/www.nfpa.org\/codes-and-standards\/all-codes-and-standards\/list-of-codes-and-standards\/detail?code=241\">NFPA 241<\/a>\u00a0Selon la NFPA, la mise en \u0153uvre de la norme NFPA est n\u00e9cessaire pour att\u00e9nuer le probl\u00e8me d'une mise en \u0153uvre inad\u00e9quate. Mais cela ne r\u00e8gle qu'une partie du probl\u00e8me. L'autre partie ? Le manque d'\u00e9quipements efficaces, adaptables et capables de faire face \u00e0 la t\u00e2che.<\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row row-internal row-container\"><div class=\"row row-child\"><div class=\"wpb_row row-inner\"><div class=\"wpb_column pos-top pos-center align_left column_child col-lg-12 single-internal-gutter\"><div class=\"uncol style-light\" ><div class=\"uncoltable\"><div class=\"uncell no-block-padding\" ><div class=\"uncont\" ><div class=\"divider-wrapper\"  >\n    <hr class=\"unseparator dotted border-color-uydo-color separator-no-padding\"  style=\"border-top-width: 1;\" \/>\n<\/div>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row vc_custom_1701168888924 row-internal row-container\" style=\"padding-top: 50px ;padding-bottom: 50px ;\"><div class=\"row row-child\"><div class=\"wpb_row row-inner\"><div class=\"wpb_column pos-top pos-center align_left column_child col-lg-6 single-internal-gutter\"><div class=\"uncol style-light\" ><div class=\"uncoltable\"><div class=\"uncell no-block-padding\" ><div class=\"uncont\" ><div class=\"uncode_text_column\" ><\/p>\n<p>Connaissant trop bien cette lacune du march\u00e9, il a suffi d'une pr\u00e9sentation \u00e0 la Commission europ\u00e9enne pour que celle-ci prenne une d\u00e9cision.\u00a0<a href=\"https:\/\/ramtechglobal.com\/\">Ramtech<\/a> pour que McDermott sache qu'il voulait que ce syst\u00e8me soit mis en place. Le qualifiant de \"nouveau et innovant\", il a insist\u00e9 aupr\u00e8s de ses sup\u00e9rieurs pour qu'ils envisagent s\u00e9rieusement l'achat du site de Hopper Hall. Il a effectu\u00e9 deux exercices d'\u00e9vacuation en cas d'incendie pour prouver son point de vue. \"Lorsque vous avez un b\u00e2timent de six \u00e9tages comme celui-ci et que vous utilisez un klaxon, vous n'\u00eates pas tr\u00e8s efficace pour que les gens l'entendent\", explique M. McDermott. Il faut g\u00e9n\u00e9ralement que plusieurs personnes fassent plusieurs fois le tour du b\u00e2timent pour alerter tout le monde - et il peut alors \u00eatre trop tard. Par cons\u00e9quent, lors du premier exercice d'\u00e9vacuation, \u00e0 peine 120 personnes ont \u00e9vacu\u00e9 le site en l'espace de huit minutes. Apr\u00e8s l'installation du\u00a0<a href=\"https:\/\/ramtechglobal.com\/wes-na\/wes3\/\">WES3<\/a>\u00a0Le deuxi\u00e8me exercice d'incendie a permis aux 240 ouvriers de sortir du b\u00e2timent en moins de six minutes. Un autre \u00e9l\u00e9ment du test de McDermott \u00e9tait le fait que les cloisons s\u00e8ches \u00e9taient accroch\u00e9es et les \u00e9l\u00e9ments pr\u00e9fabriqu\u00e9s mont\u00e9s \u00e0 l'ext\u00e9rieur au moment o\u00f9 le deuxi\u00e8me exercice a eu lieu, mais les travailleurs \u00e0 l'int\u00e9rieur ont confirm\u00e9 que le syst\u00e8me \u00e9tait tr\u00e8s bruyant et que les lumi\u00e8res stroboscopiques \u00e9taient visibles dans l'ensemble du b\u00e2timent. Il a trouv\u00e9 utiles les options personnalisables pour les sons et les lumi\u00e8res, mais a opt\u00e9 pour le son pr\u00e9r\u00e9gl\u00e9 en usine parce qu'il semblait projeter le mieux.<\/p>\n<p>\n<\/div><\/div><\/div><\/div><\/div><\/div><div class=\"wpb_column pos-top pos-center align_left column_child col-lg-6 single-internal-gutter\"><div class=\"uncol style-light\" ><div class=\"uncoltable\"><div class=\"uncell no-block-padding\" ><div class=\"uncont\" ><div class=\"uncode_text_column\" ><\/p>\n<p>L'une des autres fonctions pr\u00e9f\u00e9r\u00e9es du syst\u00e8me WES3 est la notification par t\u00e9l\u00e9phone portable : Je peux \u00eatre ailleurs et recevoir une notification sur mon t\u00e9l\u00e9phone lorsqu'une alarme se d\u00e9clenche dans le b\u00e2timent\", explique M. McDermott. <a href=\"https:\/\/ramtechglobal.com\/wes-na\/\">WES'<\/a>\u00a0intelligent\u00a0<a href=\"https:\/\/ramtechglobal.com\/wes-na\/wes3\/smoke-sensor\/\">capteurs de fum\u00e9e<\/a> figurent \u00e9galement en bonne place sur la liste des raisons justifiant la recommandation de M. McDermott : \"La fum\u00e9e contient des particules beaucoup plus petites que la poussi\u00e8re. Et le syst\u00e8me est capable de faire la diff\u00e9rence entre les deux\". Cela permet d'\u00e9viter un grand nombre de fausses alarmes sur un chantier o\u00f9 la poussi\u00e8re en suspension dans l'air peut constituer un probl\u00e8me potentiel. Comme le syst\u00e8me assure une surveillance du site 24 heures sur 24 et 7 jours sur 7, il n'est plus n\u00e9cessaire qu'une personne monte la garde chaque nuit, m\u00eame lorsqu'il est n\u00e9cessaire de chauffer le b\u00e2timent pour le s\u00e9chage et le durcissement pendant la nuit. Une fois les unit\u00e9s mont\u00e9es sur des panneaux, elles peuvent \u00eatre accroch\u00e9es n'importe o\u00f9, y compris sur des montants nus ou des cloisons s\u00e8ches. \"Mes charpentiers et poseurs de cloisons s\u00e8ches les enl\u00e8vent du mur, posent les cloisons s\u00e8ches, puis les remettent en place. Il ajoute : \"J'ai quelques unit\u00e9s suppl\u00e9mentaires que je peux d\u00e9placer dans des endroits inhabituels. En ce moment, par exemple, j'en ai une sur le toit. Des travaux sont en cours dans les salles des machines des ascenseurs - mes techniciens en CVC y installent des ventilateurs.
